Permit for Statelessness

What is this permit?

The residence permit for statelessness is a permit given to you if you have been recognized as stateless in Italy, meaning no country recognizes you as its citizen. It's a rare situation, but if you have obtained this recognition, you are entitled to a residence permit that gives you many rights in Italy.

Who can apply for it?

You can apply for this permit if:

• You have obtained recognition of stateless status from the Ministry of the Interior or the Civil Court
• You have a document (judgment or decree) that certifies your stateless status

How do you apply for this permit?

For the first issue you must go directly to the Police Headquarters (Questura) (the postal kit is not used).

What rights does it give me? What do I have access to?

With this permit you can:

• Work (self-employment or employed work)
• Register with the National Health Service (NHS-SSN) and have a general practitioner
• Apply for residency
• Traveling with the travel document for stateless persons

How long does this permit last?

The permit for statelessness has a duration of 5 years and can be renewed.

When does it expire and can I renew it?

Yes, you can renew it. Send the renewal application with the postal kit before the expiration date. Stateless status is permanent, so renewal is practically automatic if you submit the required documents.

How much does it cost?

The total cost is approximately 126,46€:

• 80,46€ for the postal payment slip (includes the cost of the electronic permit)
• 30€ to send the postal kit (renewal only)
• 16€ for the revenue stamp
