What is this permit?

It is the permit given to those who flee their country because they risk being persecuted for their religion, political opinion, nationality, or because they belong to a certain ethnic or social group.

How do I apply for this permit?

To get this permit you must:

  • Apply for international protection (see our guide)
  • Obtain a positive decision from the Territorial Commission or the Court
  • With this positive decision, go to the Police Headquarters (Questura) to request the permit

Where do you apply for this permit?

You must go personally to the Police Headquarters (Questura).

What documents do I need to request it?

To apply for the permit you must bring the decision from the Commission (or Tribunal) that recognized you as a refugee

How long does it last?

The permit lasts 5 years and can be renewed, usually automatically, for another 5 years

What rights does it give me? What do I have access to?

With this permit you can:

  • Get residency in your municipality
  • Work legally (employed work or self-employment)
  • Register with the National Health Service (NHS-SSN) and have a general practitioner
  • Enroll in school, a professional course, or university
  • Receive financial aid and housing assistance
  • Apply for Italian citizenship after 5 years of legal residence (counted from the date you applied for protection)
  • Request family reunification with close family members:
    • wife/husband
    • minor children
    • adult children if totally disabled
    • parents over 65 years old or dependents

For family reunification you do NOT have to prove you have a large house and minimum salary like other foreigners.

Can I travel outside Italy?

Travel freely in Italy, go to other EU countries for up to 3 months and, with the "travel document" (a passport given to refugees), also to other countries in the world.

ATTENTION! You cannot travel to your country of origin. If you do, the Police Headquarters (Questura) could revoke your residence permit.

Can I convert this permit?

The only permit that makes sense to convert an asylum permit to is the EU residence permit for long-term residents ("Card"), after five years of residence in Italy.

It is not possible to convert an asylum permit into a residence permit for self-employment or employed work.
